When It’s OK to Wallpaper Over Wallpaper

There are a few cases where wallpapering over wallpaper is acceptable:

  • The existing wallpaper is smooth, clean, and well-adhered.
  • There’s only one layer of wallpaper on the wall.
  • There’s no visible peeling, bubbling, or mildew.
  • The wallpaper is matte — not vinyl, foil, or textured.

If all of these boxes are checked, you can likely get away with wallpapering over it, especially with a high-quality wallpaper that’s more forgiving and easier to adjust.

However, it's important to note: every bump, seam, or raised edge from the wallpaper underneath will still be visible. Depending on the design and colors you choose, the old pattern may show through the new wallpaper.

When You Shouldn't Wallpaper Over Wallpaper

Most DIYers and pros agree: if you’re seeing multiple layers, bubbling, or any hint of moisture damage, it’s best to remove the old wallpaper.

Reasons to avoid wallpapering over wallpaper:

How to Prepare a Wall for Wallpapering Over Wallpaper

If you’re determined to skip the removal process, you’ll need to prep thoroughly:

  1. Clean the wall. Wipe down the surface to remove any dirt, dust, or grease.
  2. Secure loose edges. Use wallpaper adhesive to reattach any lifting seams or bubbles.
  3. Fill in imperfections. Skim coat any uneven areas and let dry fully.
  4. Prime with a wallpaper-friendly primer. This improves adhesion and blocks stains.
